Then, when you click the link, some open a postal site, and you will be asked to enter your credit card number and other personal details. 


Please be vigilant against fraudulent activities if you have similar messages.


Do not respond to the message.

Do not click the link.

Do not give away any of your personal information.

Arestado ang isang magkasintahan matapos mahuling naninirador ng mga tao sa kalsada sa Mandaluyong at Maynila; gamit nila ang tirador na gawa sa sanga at mga tinuping papel bilang bala.


Tirador (Slingshot)


A woman and a man believed to be lovers were arrested by the police after they were caught in flagrante delicto or in the act of slingshotting people walking in the streets of Mandaluyong City and Manila City.


The arrested couple used crumpled paper as a projectile. They are now under detention while their case is being investigated by the police.


Possession of a slingshot in the Philippines is not prohibited by national law. I am not aware of any local law (ordinance) passed by a local government unit making mere possession of a slingshot punishable by law.


But be aware that if you intentionally slingshot somebody and he is injured or incapacitated for labor from 1 to 9 days or requires medical attendance during the same period, you can be charged for the felony called slight physical injury.


This crime carries a penalty of imprisonment ranging from 1 day to 30 days.


If the slingshot victim suffers a greater injury, the imprisonment will be longer.

Based on Chapter VI, Section 92 of RA 10654: Fishing with explosive, harmful, or toxic chemicals or electricity is punishable by imprisonment of six (6) months and a fine of Php 5,000.

How is trafficking in persons different from illegal recruitment and human smuggling?


Trafficking in Persons may or may not involve coercion, fraud, deception, abuse of vulnerability, etc. Characterized by subsequent exploitation after the illegal entry of one person from one place to another or one country to another. There is a need to prove the presence of exploitation or that the recruitment was facilitated for the purpose of exploitation. Considered a human rights issue.


Illegal Recruitment usually does not involve coercion but uses more deception, promises, and fraud. Characterized by facilitating the entry of one person from one country to another through an unorganized or unlicensed agency. Mere recruitment without a license is punishable, no need to prove the consequential exploitation. Considered a migration concern.


Human Smuggling does not involve coercion. Characterized by facilitating for a fee, the illegal entry of a person into a foreign country. Proof of illegal entry by non-compliance with the necessary requirements for travel. Considered a migration concern.

What is Trafficking In Persons (TIP)?


Trafficking in persons is an illegal act and is considered a violation of human rights.


Acts: it involves the recruitment, transportation, transfer or harboring, or receipt of persons with or without the victim's consent or knowledge, within or across national borders;


Means: it is committed by use of threat, use of force, or other forms of coercion, abduction, fraud, deception, abuse of power or of position, taking advantage of the vulnerability of the person, or the giving or receiving of payment or benefits to achieve the consent of a person having control over another person; and


Purposes: it is done for the purpose of exploitation or the prostitution of others or other forms of sexual exploitation, forced labor or services, slavery, involuntary servitude, or the removal or sale of organs.


Trafficking in Persons (TIP) is punishable under Republic Act No. 9802, otherwise known as the “Anti-Trafficking in Persons Act of 2003. 


Any person found guilty of committing any of the acts constituting TIP shall suffer the penalty of imprisonment of twenty (20) years and a fine of not less than one million pesos (Php 1,000,000.00) but not more than two million pesos (P2,000,000.00). 


If the offender is a corporation, partnership, association, club, establishment, or any juridical person, the penalty shall be imposed upon the owner, president, partner, manager, and/or any responsible officer who participated in the commission of the crime or who shall have knowingly permitted or failed to prevent its commission. 


The registration with the Securities and Exchange Commission (SEC) and license to operate of the erring agency, corporation, association, religious group, tour or travel agent, club or establishment, or any place of entertainment shall be canceled and revoked permanently. 


The owner, president, partner, or manager thereof shall not be allowed to operate similar establishments in a different name. If the offender is a foreigner, he shall be immediately deported after serving his sentence and be barred permanently from entering the country.

1. Targets shoppers who check out items sold in stalls, such as watches, jewelry, mobile phones, and other electronic devices.


2. A member stands next to the victim and borrows the item being checked, pretending to be the victim's friend. The thief will quickly flee the stall premises bringing the said item with him/her.


3. The store owner or attendant naturally assumes that the victim is an accomplice and will ask him/her to pay for the item.

Visual search is the inspection conducted at checkpoints such as focusing the flashlight inside the vehicle, and its passengers. No physical search on the body of the passengers is conducted.

If you are at the checkpoint:

The Supreme Court has stated that "in the event that people's rights are violated while at the checkpoint, they must be protected by law.

The military or authority must not go beyond the law. And the courts must make sure that the law is above all. In the event that the military/police and their officers at the checkpoint abuse their power, they must be held accountable. This mentality must be understood by the military/police and should be inculcated by the leadership of the AFP, PNP, and other law enforcement agencies.

According to the Supreme Court, conducting a checkpoint is usually not prohibited for as long as the interior of the vehicle is not searched or its passenger is not bodily searched and inspection is limited to visual or visual search.


What are the authorities forbidden to do at the checkpoint?

If there is not sufficient reason to conduct a thorough search, the authorities will:
1. Not force the vehicle passengers to get off and exit the vehicle;
2. Not physically search the body of the passengers; and
3. Not force the driver/passengers to open the vehicle.


In compliance with community quarantine enforcement, the Commission on Human Rights advises bringing the following to prevent stoppage at the checkpoint outside your home:
1. Identification Card proving that you are among the "essential workers" and front liners;
2. Authorization letter from the company you work for; and/or
3. Quarantine Pass.

Common rules for performing spot checks that you should know:
1. The police officer should identify himself and if he does not wear a uniform, he must say his name along with his ID and badge.
2. You must be polite at all times and make your name and address known so that the police officer will not suspect you and the police officer should not ask you questions for a long time, that is not in accordance with the law.
3. Be polite when you do not answer police questions while you are at the spot check and
4. Failure to answer police questions should not cause you to be arrested in the first place.

Important Points To Remember Regarding The Felony of Murder

- One attendant qualifying circumstance is enough. If there is more than one alleged in the information for murder, only one will qualify the killing to murder and the other circumstances will be taken as generic.

- Any of the qualifying circumstances enumerated in Art.248 must be alleged in the information.

- When the other circumstances are absorbed or included in one qualifying circumstance, they cannot be considered as generic aggravating.

- When the victim is already dead, intent to kill becomes irrelevant. It is important only if the victim did not die to determine if the felony is physical injury or attempted or frustrated homicide.

Application for Gun Ban exemption is happening at the CBFSP Office at the COMELEC Main
Office in Intramuros. It is open from 8 am to 5 pm to accept applications.

The election gun ban runs from January 13 until June 12, 2019, for the upcoming National and
Local Elections on 2019.

Application for exemption from the gun ban and other prohibited acts runs from
December 1, 2018, until May 29, 2019.

Qualified persons may apply for a certificate of authority at the COMELEC through the
Committee on the Ban on Firearms and Security Personnel (CBFSP).

Forms and requirements must be submitted to the CBFSP office, COMELEC Main Office in
Intramuros, Manila.

Senior Superintendent Vicente Danao Jr. replaced Chief Superintendent Rolando

The new MPD chief is a former Chief of police of Davao City under then Mayor
Rodrigo Duterte. He served as Davao City police chief from 2013 to 2016.


He also once served as the deputy chief of operations of the Criminal Investigation
and Detection Group.


He belongs to the Philippine Military Academy Sambisig Class of 1991.


Danao's appointment comes a week after a sex-for-freedom case rocked the MPD
involving a cop who victimized a teenage girl in exchange for the freedom of her
detained parents. Months earlier, however, there was already talk in Camp Crame
that Danao would replace Anduyan.
