Palacio Arzobispal: The Archbishop of Manila Residence

The Archbishop of Manila residence is the Palacio Arzobispal. It is located in Arzobispo street in Intramuros, Manila.

The Palacio Arzobispal or Archbishop’s Palace was acquired by Archbishop Miguel de Poblete to house the offices of the Archbishop of Manila and the Catholic Church in the Philippines.

 

However, the building was damaged and repaired, multiple times until it was destroyed in 1945.

 

The site is presently occupied by a guesthouse, archdiocesan chancery, and archives.

The First-Time Jobseekers bill when it becomes a law, will make it free for first time
jobseekers to obtain the following documents for the pre-employment requirements of
Filipino fresh graduates and out of school youth.

  • Police Clearance Certificate
  • NBI Clearance
  • Barangay Clearance
  • Medical Certificate
  • Birth and/or Marriage Certificate
  • Tax Identification Number
  • Other documentary requirements issued by the government that may be required by
    employers for first-time jobseekers.

 

The First Time Jobseekers bill is co-sponsored by Senator Angara, Senator Ejercito,
Senator Grace Poe, Senator Nancy Binay, and Senator Cynthia Villar.

 

Second reading is that stage in law making where the bill is read in its
entirety, scrutinized, debated upon and amended when desired. The second reading
is the most important stage in the passage of a bill.

The Sierra Madre Mountains Shield Us From Strong Storms

The Sierra Madre Mountains is the longest mountain range in the Philippines. Running in the north-south direction from the provinces of Cagayan to the north and Quezon to the south, the mountains form the eastern backbone of Luzon Island, the largest island of the archipelago. It is bordered by the Pacific Ocean to the east.

 

The Pacific coast of Luzon along the Sierra Madre is less developed as the lofty and continuous mountains form a bold and almost inaccessible shore, exposed to the full force of the northeast monsoon and the waves of the Pacific Ocean.[1] Some of the communities east of the mountain range and along the coast are so remote they are only accessible by plane or boat.

 

The country’s largest protected area, the Northern Sierra Madre Natural Park, is situated in the northern part of the range in the province of Isabela. The park is on the UNESCO tentative list for World Heritage List inscription. Environmentalists, scholars, and scientists have been urging the government to include the other parks within the Sierra Madre mountains for a UNESCO site that would encompass the entire Sierra Madre mountain range from Cagayan to Quezon province.

Guyana is a country on the northern mainland of South America. Guyana is the third-smallest sovereign state in mainland South America after Uruguay and Suriname.

P16-M worth smuggled onions busted

Through the directive of the commissioner of customs to alert all incoming shipment of consignees with smuggling records, another shipment of ASD Total Package Enterprises Inc. suspected to contain misdeclared agricultural products was intercepted at the Manila International Container Port.

The eight suspected containers arrived at the Manila International Container Port
(MICP) on August 14, 2018, was declared to contain 20,000 cartons of fresh apples but was later found to have bags of red onions covered by boxes of apples estimated to be worth P16 million.

The consignee and the customs broker will face criminal raps for violating section
1400 in relation to section 1113 of the customs modernization and tariff act, and
Republic Act No.10845, also known as the Anti-Agricultural Smuggling Act of 2016.

Customs authorities at the MICP also uncovered during their inspection, one
40-footer abandoned shipment containing 675 master cases of Chinese cigarettes.
The shipment consigned to Pan Subic Brother Manufacturing arrived at the port on June 13, 2017.

Newly-installed Floating Docks in El Nido Now Ready for Tourists

The installation of modular floating docks in El Nido is a pioneering project of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) in El Nido, Palawan aimed at providing better and safer tourist experience.

“We want tourists to be safe wherever they go and this is the start.” TIEZA Chief Operating Officer Pocholo Paragas said as he led the turn-over ceremonies of the floating docks to the local government of El Nido on Wednesday (September 19).

 

A floating dock is a lightweight quay or jetty, floating on pontoons, that rises and falls with the tide and shipping. Compared to stationary docks, floating docks are much safer, long-lasting, and efficient to use.

 

Paragas noted that the growing number of tourists in El Nido, which reached to nearly 200,000 tourists in 2017, makes it imperative for the government to devise innovative projects to ensure safety and convenience to the island’s visitors
especially the young, elderly, and Persons-With-Disability (PWDs).

 

Known for its pristine beaches and crystal waters, El Nido is one of Palawan’s frequently visited islands, with island hopping as the main activity of tourists. The lack of proper facilities in transporting island hoppers back and forth may discourage tourists from visiting our islands.

 

“We plan to replicate the installation of modular floating docks in other island destinations in other parts of the country,” Paragas assured the public. “Our task is to ensure that their first “step” sets the tone of their trip. Island hopping trips should be fun and safe all the time,” Paragas added.

 

TIEZA also funded the installation of floating docks in Honda Bay Wharf in Puerto Princesa.

 

The TIEZA Chief explained to the officials of the local government of El Nido during the ceremonies that it is crucial to give tourists the best experience from the moment they step off the boat.

 

TIEZA, as a builder of tourism infrastructure, is focusing on projects of national interest. These infrastructure projects are solely funded by 50% of the total travel  tax collection. Further, TIEZA remits the remaining 50% to the National Treasury, 40% of which goes to the Commission on Higher Education (CHED), and 10% to the National Commission for Culture and the Arts (NCCA). Current status of the Philippines Tax Incentives

Current status of the Philippines’ tax incentives system: “It’s complicated.”

 

Here in the Philippines, overly generous tax incentives are granted to businesses to the point that costs outweigh benefits.

 

Every peso granted by the government as a tax incentive is potential revenue that could have been used for health, education, and infrastructure.

 

Revisiting our incentives system is long overdue.

Through the proposed TRABAHO Bill, the government will modernize tax incentives by granting them for good reasons to create more jobs, improve rural investment, and adopt new technologies and innovation.

 

This will ensure that every peso granted as a tax incentive generates a higher return for all Filipinos, not just a select few.

 

Why settle for less when you can have more?

 

Currently, the Philippines’ tax incentives system lacks transparency and accountability.

 

With the proposal of the TRABAHO Bill to rationalize the grant of incentives, we can correct this inequity, the DOF claims.

 

The TRABAHO bill will create a level playing field for businesses and attract new players to compete. As a result, more jobs will be created for Filipinos and can boost our economic growth.

 

The proposed TRABAHO or tax reform for attracting better and high-quality opportunities bill of the comprehensive tax reform program aims to create a fair and accountable tax incentive system as it establishes the general principles in granting of incentives.

 

General Principles in granting incentive under the proposed bill:

  1. Performance-Based – Firms receiving incentives should meet performance targets
    that benefits society: Investment, job creation, rural development, and research and
    development.
  2. Targeted – Tax incentives should be given to businesses with significant positive
    externalities, and must identify sectors that are aligned with the national development
    priorities.
  3. Time-Bound – The granting of tax incentives should include sunset provisions. The
    absence of a time limit on incentives is detrimental to accountability and performance.
  4. Transparent – Regular monitoring and evaluation of all beneficiaries, recipients
    should be institutionalized and reported to the government to ensure that what
    society gains outweigh the cost of incentives.

On this day, Dr.Jose Rizal’s El Filibusterismo was printed in Ghent, Belgium on  Sept.18, 1891.

Also known as “The Reign of Greed,” the novel was dedicated in memory of the executed priests Mariano Gomez, Jose Burgos, and Jacinto Zamora known as the “Gomburza.”

Gen.Jovito Palparan found guilty of Kidnapping and Serious Illegal Detention

The court found retired Gen. Jovito Palparan Jr. guilty in connection with a kidnapping and serious illegal detention case involving two students of the University of the Philippines in 2006.

Kidnapping and Serious Illegal Detention is punishable under Art.267 of the Revised penal Code. It is a crime against Personal Liberty and Security.

Remember this difference between illegal detention and arbitrary detention. In illegal detention, it is committed by a private individual who unlawfully
  • kidnaps, detains or otherwise deprives a person of liberty whereas in arbitrary detention, it is committed by a public officer or employee who detains a person without legal grounds.
  • Illegal Detention is a crime against personal liberty and security while Arbitrary Detention is a crime against the fundamental law of the state.

The penalty shall be death where the kidnapping or detention was committed for the purpose of extorting ransom from the victim or any other person, even if none of the circumstances mentioned in article 267 were present in the commission of the offense.

The Philippines is a signatory to the Montreal Protocol

Today we celebrate the 31st year of the Montreal Protocol, the environment’s greatest global success, which is poised to do even more for the climate. That’s 31 years of protecting all life on earth.

 

On this day in 1987, the Montreal Protocol on Substances that Deplete the Ozone Layer was adopted in Montreal, Canada.

 

The Philippines ratified the Protocol in 1991.

 

The Montreal Protocol aims to protect the ozone layer, a region in the Earth’s atmosphere that absorbs most of the Sun’s ultraviolet radiation and mitigates the impact of global warming, by phasing out ozone-depleting substances.

This celebration commemorates the Centennial Birth Anniversary of former CCP President and Artistic Director, National Artist for Music Lucrecia R. Kasilag, an educator, composer, performing artist, administrator, and cultural entrepreneur of national and international caliber. She made it her mission to sharpen the Filipino audience’s appreciation of music. Tita King worked to discover Filipino roots through ethnic music and merged this with Western influences – an approach that has inspired many Filipino composers to follow her lead and experiment. She dared to incorporate indigenous Filipino instruments in orchestral productions.

Prominent works of Tita King will be performed by the CCP resident companies – Philippine  Philharmonic Orchestra under the baton of Maestro Herminigildo Ranera, Ballet Philippines, Bayanihan Philippine National Dance Company, and Philippine Madrigal Singers. Guest artists include violinist Gina Medina, pianists Jett Chong, Zenas Lozada, Joed Balsamao, and Vincent Saavedra, PWU Indayog, PWU Vocal Ensemble, Kabataang Gitarista, and the UST Guitar Ensemble. The program also includes the special participation of Dr. Ramon P. Santos – National Artist for Music, Alice Reyes – National Artist for Dance, Fides Cuyugan Asensio, Suzie Moya Benitez, and Gener Caringal.

Package 1: TRAIN
Tax Reform for Acceleration and Inclusion
Republic Act No.10963 or TRAIN was signed into law last December 2017. This makes
the Philippine tax system simpler, fairer, and more efficient.

 

Package 2: TRABAHO
Tax Reform for Attracting Better and Higher-Quality Opportunities
House Bill 8083 or trabaho bill passed the house on second reading last September 4, 2018. It now passed the third reading last September 10 with 187 votes.

TRABAHO aims to lower the Philippines’ corporate income tax rate and create a fair and accountable incentive system to make the Philippines more competitive.

The House of Representatives or lower house will now transmit the TRABAHO Bill to the Senate.

Legalization - Elimination of the laws and criminal penalties associated with certain
behaviors-usually the production, sale, distribution, and possession of a controlled
substance.

Moral Crusades - public and media awareness campaigns that help generate public and
political support for their causes.

Nationalist Terrorist - a form of terrorism motivated by nationalism. Nationalist
terrorists seek to form self-determination in some form, which may range from gaining
greater autonomy to establishing a completely independent, sovereign state.

Occasional Thieves - individual's decision to steal is spontaneous, unplanned, unskilled,
and haphazard.

Offense - a crime less serious than a felony.

Paraphilia-  a sexual disorder in which the person's preferred method of sexual
arousal and fulfillment is through sexual behavior that is unusual or socially
unacceptable.

Passive Neglect -  an unintentional refusal or failure to fulfill a care giving
obligation, which results in physical or emotional distress.

Pigeon Drop - a con game in which a victim is duped(tricked) into putting up a good-faith
deposit to collect "lost money".

Pilferage - the act of stealing small amounts or small articles.

Poachers - someone who hunts or takes something unfairly or illegally.

Political Terrorist - The unlawful use of force or violence against persons or property
in order to coerce or intimidate a government or the civilian population in furtherance
of political or social objectives.

Price Fixing - an agreement among firms to charge one price for the same good.

Professional Thieves - one who makes a regular business of stealing. The professional
thief has technical skills and methods which are different from those of other
professional criminals. Manual skill is important, but the most important thing is the
ability to manipulate people (mostly talking ability).

Public Order Crimes - Behaviors considered illegal because they run counter to existing
moral standards. Obscenity and prostitution are considered this.

Restraint of Trade - monopolies, combinations, and contracts that hold back free
competition.

Retributive Terrorist - terrorism that aims at giving a person what they deserve.

Revolutionary Terrorist - this type of terrorism seek the complete abolition of a
political system and its replacement with new structures.

Revolutionary - a radical supporter of political or social revolution.

Smugglers - people who secretly and illegally bring goods into or out of a country.

Situational Inducement - attempt to influence a behavior through situations and occasions
that are structured to exert control over that behavior.

Snitch - someone acting as an informer or decoy for the police.

Securities Fraud - The theft of money resulting from intentional manipulation of the
value of equities, including stocks and bonds. Securities fraud also includes theft
from securities accounts and wire fraud.

Self Control Theory - This theory holds that children develop levels of self-control
by about ages seven or eight, and these levels remain relatively stable the rest of
their lives. Children with low levels of self-control end up being more prone to crime,
and their criminal propensity continues into later life.

Streetwalkers - a form of prostitution in which a sex worker solicits customers from a
public place, most commonly a street, while waiting at street corners or walking
alongside a street, but also other public places such as parks, beaches, etc.

State Corporate Crime - hybrid of white collar crime because it has attributes of
corporate and government crime.

Terrorist - a radical who employs terror as a political weapon.

Tying Arrangements -  Exists when a seller requires the purchase of unwanted
items/services in order to obtain the desired item/service.

Voyeurism - the sexual interest in or practice of spying on people engaged in intimate
behaviors, such as undressing, sexual activity, or other activity usually considered
to be of a private nature.

White Collar Crime - crimes committed by persons of high social position in the course
of their occupation; these are acts by the powerful who abuse their professional talents
and concurrently (possibly) cause significant public harm.

TRABAHO aims to lower the Philippines corporate income tax rate and create a fair and accountable incentive system to make the Philippines’ business field more competitive.

 

At present, the Philippines has the highest corporate income tax rate in the
ASEAN region.

The Comprehensive Tax Reform Program or CTRP is a holistic tax reform composed of multiple packages to establish a fairer, efficient, and more progressive tax system and administration.

Plaza Roma

Plaza Roma is bounded by the Manila Cathedral to the southeast, the Palacio del Gobernador to the southwest, and the Ayuntamiento to the northeast.

 

This small plot of land is Intramuros’ very own plaza mayor (main square).

Plaza Roma is located at the corner of General Luna and Aduana streets in Intramuros, Manila.

 

Plaza Roma was the Plaza Mayor during Spanish Intramuros. It was used as a venue for bullfights and other public events until 1797 when Governor-General Rafael Maria de Aguilar turned it into a garden enclosed with an iron fence. During the American period, the plaza was named Plaza McKinley, in honor of a US president. When Rufino Santos became the first Filipino cardinal, the plaza was renamed Plaza de Roma, and to return the honor, Rome also named one of their plazas as Piazza Manila.

 

The plaza is a prototype of the Spanish colonial city planning. Like in most old towns in the Philippines, where the church, the municipal hall, and houses of keys officials surround an open court, Plaza Roma is surrounded by what used to be major government buildings.

 

Standing at the center of the plaza, cast in bronze, is the regal statue of King Carlos IV. The statue was locally made at Fort Santiago’s royal foundry or the Maestranza. It was erected to honor the king for sending the first smallpox vaccine
to the colony.

 

East of the plaza is the ruins of the Ayuntamiento or Casas Consistoriales. During its glory days, the Ayuntamiento was the center of political and public affairs and the core of the city government. Housed within its walls were several offices
including the residence of the mayors, a prison, the government archives, and elaborately-furnished function halls like the salon de baile (ballroom) and the municipal board session hall.

 

It was in this building where the Spanish Governor-General Fermin Jaudenes and American General Wesley Merrit signed the official change of colonial power. During the American period, the session room was used by the First Philippine Assembly in 1907 headed by Sergio Osmena and later by the Philippine Legislature. The Supreme Court and Bureau of Justice also held office in the Ayuntamiento until its total destruction in 1945.

 

In the original plan of Manila designed by Gobernador General Miguel Lopez de Legaspi, the west side of Plaza Roma was reserved for the governor’s palace. But the first official residence of the Spanish Governor-General or the Palacio Real was located within Fort Santiago. It was only after the 1583 fire when a royal residence arose on the site assigned to it.

 

An earthquake destroyed the palace during the governorship of the tragic Alonso Fajardo (1618-1624). Two decades later, the mansion of the former member of the Real Audencia (Supreme Court) Manuel Estacio de Venegas rose from the site of the palace. When Venegas got involved in several controversies, the dazzling mansion he had built was confiscated. Since then, it became Palacio del Gobernador.

 

For 200 years its great halls resounded with the tumult of colonial politics. It was on the palace stair where Governor Fernando Bustamante and his son were assassinated by a mob incited by friars. The British invaders enthroned themselves during their two years of empire over Manila.

 

The last governor to reside in the palace was General Rafael Echague. It was during his term when the terrible Corpus Christi earthquake of 1863 leveled all Manila to the ground. The palace was toppled. The Governor-General moved to Colegio de Santa Potenciana while repairs are being made to the building. Construction was stopped when a summer residence in San Miguel (MalacaƱang) was favored as the new official residence of the Governor-General. On the site now stands, in its monstrosity the Palacio del Gobernador Condominium.

 

Facing Plaza Roma is the Manila Cathedral. The present Cathedral is the sixth church to be erected on the site. The Church of Manila was originally governed by friar orders until 1581 when Pope Gregory XIII created the diocese of Manila elevating the church to a cathedral under the title of the Inmaculada Concepcion de la Virgen Maria. Its first bishop was Fray Domingo Salazar. In 1581, Salazar immediately started building a cathedral replacing the old parish of Manila, which was completed in four years.

 

The important episode of the Cathedral’s long history is depicted in its bronze doors from its humble beginnings as a church made of nipa and bamboo to the destruction of the last Cathedral brought by the Liberation of Manila in 1945. Today, the reconstructed Manila Cathedral is celebrated for its architectural mix of Neo-Romanesque and Neo-Byzantine –the Art of Manila Cathedral. (Traveler on Foot)

President Rodrigo Duterte just concluded his historic visit to Jordan. He met King Abdullah II Al-Hussein, the head of state of the Hashemite Kingdom of Jordan.

The Philippines and Jordan established relations on March 1, 1976.

King Hussein Bin Talal and Queen Alia of Jordan visited the Philippines in March 1976.

Elnora Agulto is the Filipina Private Secretary of Queen Alia, who also joined King Hussein’s 1976 trip to the Philippines.

42 years later, on September 5, 2018, President Rodrigo Duterte returns the visit of King Hussein to the Philippines as the first sitting Philippine President to undertake an official visit to Jordan.

103rd Birth Anniversary of NVN Gonzalez

Today is the 103rd birth anniversary of NVN Gonzalez, National Artist for Literature.

 

He was born on September 8, 1915, and he passed away on November 28, 1999.

Nestor Vicente Madali Gonzalez, better known as NVN Gonzalez, fictionist, essayist, poet, and teacher, articulated the Filipino spirit in rural, and urban landscapes.

 

He triumphed in appropriating the English language to express, reflect and shape Philippine culture and Philippine sensibility.

 

Among the many recognitions, he won the First Commonwealth Literary Contest in 1940, received the Republic Cultural Heritage Award in 1960, and the Gawad CCP Para sa Sining in 1990. The awards attest to his triumph in appropriating the English language to express, reflect and shape Philippine culture and Philippine sensibility.

 

He became U.P.’s International Writer In Residence and a member of the  Board of Advisers of the U.P. Creative Writing Center.

 

In 1987, U.P. conferred on him the Doctor of Humane Letters, honoris causa, its highest academic recognition.

On September 8, 1954, the Southeast Asia Treaty Organization, or SEATO was established in Manila, with the signing of the Southeast Asia Collective Defense Treaty or the “Manila Pact.”

The purpose of the organization was to prevent communism from gaining ground in the region.

Meet Joselito Caasi Padilla

Meet Joselito Caasi Padilla, a former sea urchin diver who is now a certified seaman.

Joselito Caasi Padilla was only five years old when he started diving for sea urchin
to help with his family’s daily expenses.

 

But even in this difficult situation, he dreamed of becoming a seaman and continued
to persevere and studied hard to realize his childhood dream of one day becoming
a seaman.

 

With the help of the Project Malasakit Program of Kara David, Joselito was able to
graduate with a degree in Bachelor of Science in Marine Transportation course on March
2017.

 

As of this month, September 2018, he is currently in Singapore to work as a
“deck cadet”.

 

No matter how hard life is, do not give up. It is difficult, but there are many ways
to achieve your dream. Strive, study hard, and persevere because every difficult
ride will bring you success, “Joselito said”.

The word amnesty is very much in the news today because of President Duterte’s revoking of the amnesty granted to Senator Trillanes.

What is Amnesty exactly?

The Philippine Constitution provides that “except in cases of impeachment, or as otherwise provided in the constitution, the President may grant a reprieve, communications, and pardons, and remit fines and forfeitures, after conviction by final judgment.

The President shall also have the power to grant amnesty with the concurrence of a majority of all the members of congress.

The power of executive clemency is a non-delegable power and must be exercised by the President personally.

Clemency is not a function of the judiciary; it is an executive function.

Amnesty commonly denotes the general pardon to rebels for their treason and other high political offenses.

 

Definition of Amnesty:
Grant of general pardon to a class of political offenders either after conviction or even before the charges are filed. It is the form of executive clemency which under the constitution may be granted by the executive only with the concurrence of the legislature.

 

Nature of Amnesty:
It is essentially an executive act and not a legislative act though the concurrence of Congress is needed.

 

Time of Application:
Amnesty may be granted before or after the institution of criminal prosecution and sometimes even after conviction.

 

Effect of Application:
By applying for amnesty, the accused must be deemed to have admitted the accusation against him.

 

Effects of the Grant of Amnesty:
Criminal liability is totally extinguished by amnesty; the penalty and all its effects are thus extinguished.

It has also been held that when a detained convict claims to be covered by a general amnesty, his proper remedy is not habeas corpus petition. Instead, he should submit his case to the proper amnesty board.

 

Requisites of Amnesty:
1. Concurrence of a majority of all the members of congress.
2. There must be a previous admission of guilt.

 

What are the differences between a pardon and an amnesty?

  1. Pardon is addressed to ordinary offenses while Amnesty is addressed to political
    offenses.
  2. Pardon is granted to individuals while Amnesty is granted to a class of persons.
  3. In Pardon, conditional pardon must be accepted while in Amnesty, need not be accepted.
  4. There is no need for congressional concurrence in pardon while in Amnesty, requires
    congressional concurrence.
  5. Pardon is a private act of the President while Amnesty is a public act, subject
    to judicial notice.
  6. Pardon looks forward while Amnesty looks backward. In Pardon, only penalties are
    extinguished, civil indemnity is not extinguished. In Amnesty, the offense is extinguished.
  7. Pardon is only granted after conviction of final judgment while Amnesty may be
    granted before or after conviction.
