Facts About Barangay Civil Service Eligibility That Nobody Will Tell You


The Philippine local government code, specifically section 393 thereof provides certain Benefits to Barangay Officials.

One of these benefits include the grant of barangay civil service eligibility.

The Barangay Civil Service Eligibility is considered appropriate for first level positions in the career service except those which require qualification skills or trade test and/or requiring board examinations and other special eligibilities provided under special laws.

The first level includes clerical, trades, crafts and custodial service positions which involve non-professional or sub-professional work in a non-supervisory or supervisory capacity requiring less than four years of collegiate studies.


The second level includes professional, technical and scientific positions which involve professional, technical or scientific work in a non-supervisory or supervisory capacity requiring four years of collegiate studies.


Who are the Barangay Officials

Under the RA 7165 otherwise known as the Local Government Code of 1991, the following are the barangay officials

  • Punong Barangay
  • Barangay Tanods
  • Members of the Lupong Tagapamayapa
  • Sangguniang Barangay Members
  • Barangay Treasurer
  • Barangay Secretary

But for the purposes of granting Barangay Civil Service Eligibility to Barangay officials, only the following barangay officials are entitled to appropriate civil service eligibility on the basis of the number of years of service to the barangay, pursuant to the rules and regulations issued by the Civil Service Commission.

  • Punong Barangay
  • Sangguniang Barangay Members
  • Barangay Treasurer
  • Barangay Secretary

Where Can You Avail of barangay civil service eligibility?

Any Civil Service Commission office near you. Application forms maybe obtained therein.


What are the Requirements for the grant of barangay civil service eligibility?

1. Original and photocopy of at least one valid ID with picture and signature of applicant

2. Three identical 1" x 1" pictures with complete name and tag (digital or computerized pictures not accepted)

3. Original and photocopy of birth certificate issued by the National Statistics Office (NSO)

4. Certification from the city/municipal officer of the Department of the Interior and Local Government (DILG) of the services rendered in the barangay.

5. Certified machine copy of Oath of Office,

6. Certified machine copy of Master List of Barangay Officials from the DILG

7. Certified copy of marriage contract for married women

8. Processing Fee


Notes:


A Barangay official's aggregate or total number of years of service is 5 years.


The eligibility granted by the civil service commission is properly called "Barangay Official Eligibility" (BOE).


Barangay Official Eligibility may also be granted in case the barangay official was not able to finish his term of office but was able to meet the service requirement by adding his other services as elective and appointive official.

2,921 Examinees took the exam but only 2,491 passed.


Cebu Institute of Medicine and UP-Manila tied for the right
to be called the No.1 Medicine school in the Philippines.
Both Medicine schools have a 100% passing percentage.


Andrew Chua Tiu is the exam's 1st Placer. He is an alumnus of
Cebu Institute of Medicine. He obtained a passing percentage
of 90.67%.

43 Medical schools participated in the examination.

UST has the most number of examinees with 415. It has a
passing percentage of 98.31%. It is the 5th Top Performing
school in the board examination.

Registration for the issuance of Professional Identification
Card (ID) and Certificate of Registration will be on September

Those who will register are required to bring the following:
1. Duly accomplished Oath Form or Panunumpa ng Propesyonal
2. Current Community Tax Certificate (cedula)
3. 1 piece passport size picture (colored with white background
   and complete name tag
4. 2 sets of metered documentary stamps and 1 short brown envelope
   with name and profession and to pay the Initial Registration
   Fee of P600 and Annual Registration Fee of P450 for 2015-2018.


Successful examinees should personally register and sign in the
Roster of Registered Professionals.


The date and venue for the oath taking ceremony of the new
successful examinees in the said examination will be announced
later.

1,089 Examinees took the exam but only 705 passed.


The No.1 Nutritionist-Dietitian school is UP-Los Banos. It has
a passing percentage of 100%. All of its 110 examinees passed.


The Exam's 1st Placer is Paul Alteo Afurong Bagabaldo. He has
a rating of 84.75%. He is an alumnus of the University of the
Philippines in Los Banos.

214 Examinees took the exam but only 173 passed.


University of the Philippines (UP) in Diliman is the No.1
Mining Engineering School. Out of its 34 examinees, only one
failed. UP has a passing percentage of 97.06%


Saint Louis University (SLU)in Baguio City is the No.2 Mining
Engineering school. Out of its 40 examinees, only 5 failed.
SLU has a passing percentage of 87.50%.

Law Student Robbed Caught On CCTV


A Law Student was robbed by four unidentified suspects in Cristobal street corner UN avenue.


The Robbery was caught on a CCTV installed in the area.


The CCTV showed that on or about 11 PM, the law student was walking along Cristobal street when two of the four suspects pointed a gun at him and announced the robbery.


The Robbers demanded that he give his bag and money.


The Student fought back and was able to run away from the suspects.


Shots were fired but the student was not harmed.


Police investigation is underway to determine the identity of the four suspects.


The Suspects committed the crime of Robbery.

From the facts presented above, the suspects did not gain possession of the bag and money of the victim.


In Robbery with violence or intimidation, from the moment the offender gains possession of the thing even if offender has had no opportunity to dispose of the same, the unlawful taking is complete.


In the case above, it is clear that the unlawful taking is not complete.


The Crime of Robbery was not consummated.

Fake Lawyer Arrested In Angeles Pampanga


A Fake Lawyer is arrested by the National Bureau of Investigation
(NBI) in Angeles Pampanga.


The Fake lawyer allegedly committed estafa and wanted by the authorities.

The Arrested Suspect was able to amassed more than one million
pesos according to the NBI.


The Victims of the suspect includes among others, companies,
cooperative, well known wealthy families and even some
congressman.


The Successful Operation was conducted by the NBI's Special
Investigation Services at about 1 PM in the afternoon.


The Compound where the operation was conducted was huge.
The Suspect was arrested after a few minutes.


The Suspect has an alias of Atty. Sandoval. Her real name is
Maribel Tuburan.She has 5 pending warrant of arrest for large
scale Estafa.


The Suspect committed Estafa in areas which includes Palawan,
Cebu, Makati, Butuan and Manila.


The Suspect denied the charge against her.


Is She Guilty of of Usurpation of Official Functions?


This criminal offense is punishable under Art.177 of the
Revised Penal Code.


This offense is committed by performing an act pertaining to
any person in authority or public officer of the Philippines
or foreign government under the pretense of such official
position, and without being lawfully entitled to do so.


In usurpation of official functions, it is essential that the
offender should have performed an act pertaining to a person
in authority.


Is She Guilty of Using Fictitious Name and Concealing True Name?


Using Fictitious Name and Concealing True Name is an offense
punishable under Art.178 of the Revised penal Code.


These Offenses has the following Elements:
Elements of Using Fictitious Name:
1. That the offender uses a name other than his real name
2. That he uses that fictitious name publicly
3. That the purpose of the offender is –
   a. To conceal a crime
   b. To evade the execution of a judgment or
   c. To cause damage to public interest
      Ex. Signing fictitious name for a passport


Elements of Concealing True Name:
1. That the offender conceals
   a. his true name, and
   b. all other personal circumstances and
2. That the purpose is only to conceal his identity.

Sen Antonio Trillanes Asked The DOJ To Dismiss Libel Case Against Him


Sen Antonio Trillianes asked the Department of Justice to dismiss
the libel case filed against him by the suspended Makati Mayor
Junjun Binay.


Junjun Binay filed a case of Libel against Sen Antonio Trillanes
for allegedly saying that he gave P50 million to the justices of
the 6th division of the Court of Appeals (CA) for the issuance
of a temporary restraining order (TRO).


      Libel is a public and malicious imputation of a crime, or
      a vice or defect, real or imaginary or any act, commission,
      condition, status or circumstances tending to cause the
      dishonor, discredit or contempt of a natural or juridical
      person, or to blacken the memory of one who is dead.



The TRO is to stop the suspension order of the Ombudsman against
Junjun Binay.


      A TRO is intended as a restraint upon the defendant until
      the propriety of granting an injunction pendente lite can
      be determined, and it goes no further than to preserve
      the status quo until such determination.


      An application for a TRO shall be acted upon only after
      all parties are heard in a summary hearing, which shall
      be conducted within 24 hours after the sheriff's return
      of service and/or the records are received by the branch
      selected by raffle.


The case against Junjun Binay was due to the alleged anomalous
transaction in the Makati City Hall parking building 2.


Sen Trillanes wants the Libel complaint against him dismissed
on grounds of parliamentary immunity. He said that as a Senator,
he must be free to say anything he wants otherwise he can not
do his work.


He further said that if every words he say as Senator will be a
ground to charge him of a crime, then he can not effectively
perform his duty as Senator.

Is Sen Grace Poe A Natural Born Filipino Citizen?

Senator Grace Poe is in the news and in the television almost
everyday.


Some are questioning her qualification to run as President if
and when she decides to do so.


To run for President, a candidate must possess the following
qualifications:
1. Natural born citizen of the Philippines
2. Registered voter
3. Able to read write
4. At least 40 years of age o the day of the election
5. A resident of the Philippines for at least 10 years
   immediately preceding the election.


Senator Grace Poe according to some people is not a natural
born citizen.


I searched my book in Constitutional Law and looked at the
definition of a natural born citizen and this is what it says.


Natural Born Citizen
One who is a citizen of the Philippines from birth without having
to perform any act to acquire or perfect his Philippine
citizenship.


Senator Grace Poe is a natural born Filipino citizen.


Under the Philippine Constitution, the following are citizens
of the Philippines:
1. Those who are citizens of the Philippines at the time of the
   adoption of the 1987 Constitution
2. Those whose fathers or mothers are citizens of the Philippines
3. Those born before January 17, 1973 of Filipino mothers, who
   elect Philippine citizenship upon reaching the age of majority
4. Those who are naturalized in accordance with law.


Some argue that how can you say that Senator Grace Poe is a
citizen of the Philippines when she does not know whether her
biological father or mother is a Filipino citizen.


Remember that Sen Grace Poe is a foundling. A Foundling is an
infant that has been abandoned by its parents and is discovered
and cared for by others. She was found abandoned in a church.


A known lawyer Atty.Katrina Legarda said that the Philippines
adheres to the principles of International Law.


Under international law, foundlings are considered a citizen of
the country where the foundling is found.


Whoever alleges that Senator Grace Poe is not a natural born
Filipino citizen must be the one to prove that she is not.


I am not against Senator Grace Poe running for a higher office.


I am against those who are throwing mud against someone to
discourage that person from running for an office or decrease
the chance of that person from winning an election.


We, Criminology students, Criminologist and Active and retired
law enforcers must analyze what the news says. I know that you
have an idea who is behind all these.


Remember that DILG Secretaty Mar Roxas is pushing hard to
convince Senator Poe to join him on the road of corruption
free and straight path governance. Will you suspect him as
behind this demolition job against Senator Poe. Your studies
and training will tell you that he is not.


We are not dumb, we are trained to conclude based on facts
and evidence and not on what a person or the news says.


Let us look at the track record of a person before voting for
him or her in the election. If a person has a history of
corruption, will you still vote for that person, I am sure
you will not.


The Philippine National Police and The Armed Forces of the
Philippines were greatly modernized by this present
administration, let us support those leaders who will continue
this great leap forward towards becoming a great and strong
nation.

been released.

107 out of 170 Occupational Therapist examinees passed the exam.


The No.1 Occupational Therapist School is University of Santo
Tomas (UST). It has a passing percentage of 80.33%. Out of its 61
examinees, only 12 failed.


Cesar Suyko Llanto III is the exam's 1st Placer. He is a graduate
of Velez College. He has a passing percentage of 82.80%.


15 Occupational Therapist schools participated in the examination.


The Occupational Therapist exam was given in the cities of Manila
and Cebu.

The No.1 Physical Therapist School is Pamantasan ng Lungsod ng
Maynila. It has a passing percentage of 94.23%. Out of its 52
examinees, only 3 failed.

3 Minors Illegally Entered a Car Accessory Shop


3 Minors were caught by a CCTV illegally entering a closed
car accessory warehouse shop with the aid of a 2X2 wood panel.


The nearby sewing machine store was also not spared.


The Police is now investigating the case to determine what
items are stolen.


Public Clamour demands the amendment of the law which exempts
minors from criminal liability.


The establishment's owner said that it is high time for our
lawmakers to amend the law and punish these minors who
commits a crime.


Under R.A. 9344 or the Juvenile Justice And Welfare Act a minor
15 years and below is exempt from criminal liability.


A minor over 15 but but below 18 who acted without discernment
is exempt from criminal liability.


A minor over 15 but below 18 who acted with discernment shall be
subjected to a diversion program.


Discernment is the mental capacity to fully appreciate the
consequences of the unlawful act, which is shown by the:
1. Manner the crime was committed
2. Conduct of the offender after its commission

Bogus Fireman Arrested For Asking Donation


The Pasig Police Department conducted an entrapment operation
which resulted in the arrest of Ronaldo Roque.


The 43 years old Ronaldo Roque was arrested by the Police for
asking a donation from a school in Pasig using the names of the
DILG and BFP.


Confiscated from the arrested suspect is the document which he
showed to the school principal.


The Suspect denied the accusation but the CCTV of the school
recorded the suspect going to the Principal's office until the
time he went out.


The Suspect's face was once posted in facebook for various
complaints made by commercial business establishment owner in
Ortigas Center. He allegedly asked donation for the death of
his father. His Father has been dead for 4 years.


A complaint for Usurpation of Authority for posing as fireman
has been filed against the suspect.


Usurpation of Authority is a crime against Public Interest.


To be liable for this crime, The following elements must be
present:
1. Offender knowingly and falsely represents himself
2. As an officer, agent or representative of any department
   or agency of the Philippine government or of any foreign
   government.


Remember:


In usurpation of authority, the mere act of knowingly and falsely
representing oneself is sufficient. It is not necessary that he
performs an act pertaining to a public officer.


The usurpation must pertain to a department or agency of the
Philippine Government or any foreign government.


If it can be proven that the usurpation of authority or official
functions by accused was done in good faith or under cloth of
authority, then the charge of usurpation will not apply.


In usurpation of official functions, it is essential that the
offender should have performed an act pertaining to a person in
authority.


A public officer may also be an offender.

A Car Crushed Into 4 Tricycle, Motorcycle and A Pedicab


A Car driven by Rene Afable, a resident of Pasig City, crashed
into several tricycles, a motorcycle and a pedicab.


As a result of the incident, 5 persons were injured.


SPO1 Rabindranatgn Sierra, Chief investigator of the Quezon City
Police Office (QCPD) Traffic Sector 2 said that The Driver of the
offending vehicle drunk yesterday.


The Driver has a hangover when he drove his car today. This is the
reason why he was found negative of alcohol when he was examined.


The Offending driver said he will help the injured  pay their
medical bills.


The Police said that the driver may be held liable for Reckless
Imprudence Resulting In Multiple Physical Injuries and Damage
To Property.


Under Philippine Criminal law, The following are the elements
of Reckless Imprudence:

1. That the offender does or fails to do an act
2. That the doing of or the failure to do that act is voluntary
3. That it be without malice
4. That material damage results and
5. That there is inexcusable lack of precaution on the part of
   the offender, taking into consideration
   a. his employment or occupation,
   b. degree of intelligence, physical condition and
   c. other circumstances regarding persons,time and place

Abandoning one’s victim is usually punishable under Art. 275.

Cebu Taxi Driver Arrested For Rape


A Cebu Taxi Driver was arrested by the Police after he was
accused by his female passenger of rape.


According to the Police, the female rape victim and a male
companion rode the taxi of the suspect at dawn.


The Male companion of the rape victim got off the taxi first.


The Taxi Driver allegedly brought the victim to a hotel where
he raped the victim.


The Victim immediately sought the help of the nearest Police
Station nearest the place where the Taxi Driver left her.


The Swift operation conducted by the Police resulted in the
immediate arrest of the suspect.


The Taxi Driver was identified as Von Camacho.


He admitted raping the victim.


RA 8353 reclassified rape as crimes against persons.


Classification of Rape
1. Traditional Rape
   a. Offended party is always a woman
   b. Offender is always a man.
2. Sexual assault
   Rape can now be committed by a man or a woman, that is, if a
   woman or a man uses an instrument on anal orifice of male,
   she or he can be liable for rape.

   Inserting a finger inside the genital of a woman is rape
   through sexual assault within the context of "object".


In General, the penalty for rape is reclusion perpetua. It
is like being imprisoned for life.


In General, the penalty for Sexual Assault is Prision Mayor.
The duration of the penalties of prision mayor is from 6 years
and 1 day to 12 years

Woman Raped and Killed In Santa Rosa Laguna



A Woman was brutally and mercilessly raped and killed in Santa
Rosa Laguna.


The Raped and killing committed by the suspects were witnessed
by two kids which led to their swift arrest.


The Raped victim is a 19 year old woman. She was raped and killed
by the suspects with the use of an ice pick. The Victim was
stabbed in the head.


The Victim's body was recovered in a grassy area near a railroad.


The Slain Woman was last seen alive on a Sunday night of August
2, 2015.


The Police said that the slain woman was seen riding a train
trolley operated by the 2 suspects. When the Woman decided to
stop and go down, the suspects drag her into the dim lighted
grassy area where she was raped and killed.


Police Superintendent Reynaldo Maclang, Chief of Police of Santa
Rosa Laguna said that exactly 9:45 in the evening, the victim's
body was found.


Not far away from the scene of the crime, the 2 suspects were
swiftly arrested after they were identified by 2 witnesses.


Recovered from the suspects were some personal things belonging
to the victim.


The Police will file a case of Rape with Homicide.


Rape with Homicide is a special complex crime. The liability for
special complex crimes is linked with that of conspiracy. When there
is conspiracy, the rule is that the act of one is the act of all.
This principle applies only to the crime agreed upon.

The law provides one single penalty for special complex crime.

The No.1 Social Worker school is Bicol University in Daraga.
Out of its 68 examinees, only 2 failed. The school has a passing
percentage of 97.06%


The Social Worker Board Exam 1st Placer is Elaine Joy Jalmasco
Pena. She is a graduate of Asian Social Institute. She has  a
passing percentage of 86.50%


96 Schools participated in this examination.


6 Social Worker school have a passing percentage of 0%.


Cotabato City State Polytechnic College has the most number of
exainees with 244. It has a passing percentage of 54.92%


The Social Worker Board Examination was given in the Cities of:

3. 1 piece passport sized picture (colored with white background and
   complete name tag)
4. 2 sets of metered documentary stamps and 1 short brown envelope
   with name and profession and to pay the Initial Registration Fee
   of P600 and Annual Registration Fee of P450 for 2015-2018.


Successful examinees should personally register and sign in the Roster
of Registered Professionals.


The date and venue for the oath taking ceremony of the new successful
examinees in the said examination will be announced later.
